It allows your opponent to develop his center with tempo. Pushing d5 attacks your bishop and forces you to spend another move to retreat it (after you just used a move for the same purpose.) After something like Bc4, d5, Bb3, c5, your position is starting to become cramped and the center light squares are just dominated by black.

The proposed move Qe2 isn't something I would play, but it offers an exchange of your light square bishop for their knight, a huge center, and doubling of their pawns on the b file. That's fair compensation.

If you played something like Ba4 instead, there is still a space gaining tempo move in b5, but it doesn't give black a huge center and support the knight on e4. Then after Bb3, Qf6, Nf3, everything is still equal.
