of course merely playing doesn't make one better. Also there is a fun factor. 1300-1400 allow for much more "fun" moves than a 2000 who has an oppresive play style. If you are to play 600k games it would be way more fun against 1400 than 2000, unless you can see past their oppressive style (which i can't, so I'd rather play 13-1400 for 600k games).
Now if it were just 3 more games for the rest of my life I'd rather play a 2000, but if I hda ot play 600k games it would only be versus noob opponents (no offense) because they let you do the most ridiculous winning plans and don't stop a lot of your cheese moves. It's way easier to play against 1400 and therefore more enjoyable if you had to play 600,000 games with them.
