I want to add that Lance5500 looks like a honest, nice and reasonable guy?
@Lance5500 is a very good chess player! Sadly he doesn't play in Qatar Masters tournaments or World Rapid and Blitz championships. These are Open Tournaments (everyone with FIDE 2350+ can play). He has the skills to win them all!

Only one account in Top 10 allowed. In top 50/100, two accounts is not really a problem.

No. I can see this happen in feature requests where people are discussing whether something is a good idea or not. We wouldn't want the opinion of one person to be spread over multiple accounts.
