Well, at least you know she does not check the mail too often.
For the love of whatever you worship, get her number next time you see her. Avoid or limit texting, the phone is solely to say hi and to set up dates. The rest is in person.

And have some self respect, if she says she cant see you x day, either she cant, or she doesnt want to. Its fine to offer an alternative day. If she says no again, same as above, either she cant or she doesnt want to. Both options are indistinguishable. Its fine if you ask her which of the 2 are true.

If the first is true, then ask give her a couple of options to see which one she can attend, dont you ever say "whenever you want". You give her the options, if she cant, she will probably say when she can, to which you accept after some though.

If that goes well, just tell her you like her, and that you would be extremely happy if she could go out with you. Dont you tell her you love her, that will freak her out.

Make some compliments about what you like about her somewhere in the middle of the conversation.

If the second is true, just say ok and move on.
That, doesnt mean you cant be friends, but right there you stop worshiping her and find someone else to go out asap.

If you are super interested after getting rejected, she will know that you will be there in the friendzone for whenever she wants and that she can get you on your knees with a snap of her fingers and you will be screwed.

Getting a replacement asap will avoid or mitigate any depression, and will show her (if she is paying attention, because she most likely will after you ask her out) that she is not the center of your world. For some reason they cant stand that, then, there is a decent chance that she will come to you instead.

But whatever the case, get her number, stop with his email nonsense. You are not in the 90's
